What's happening to US module manufacturing?

Out this morning on Solar Industry Magazine:

Both Solon (Tucson) and Evergreen are stopping production of US made modules.  We still have Suntech in Goodyear, hopefully they will not follw a similar path.

There seems to be a trend again away from US manufacturing, and our "Made in America" position in the industry seems to be weakening.  Why is this happening?  Very likely the ongoing economic downturn and the steady decline in incentives is keeping the initial price as the "driving factor" despite the industries best wishes.  What other thoughts do you have as to why this is happening, and do we need to (or can we) do anything about it?
